Rochester – On October 23, 2019 at 11:20 am, Rochester Police, Rochester Fire, and Frisbie EMS responded to Whitehall Road near the emergency room entrance for a car that struck a pedestrian. Preliminary investigation revealed that Nelson St. Hilaire, 57 years-old of Somersworth, NH was driving a 1998 Nissan Maxima, and was traveling west on Whitehall Road when he struck Sarah Vaughn, 29 years-old of Rochester, NH whom was working as a flagger at the time of the collision. The construction company working on a pole nearby was Mirra Company out of Georgetown, Ma, and the flagging company Vaughn is employed by is American Flagging & Traffic Control, Inc. out of Hudson, NH.
Vaughn sustained serious injuries, and was transported to Portsmouth Regional Hospital by Frisbie EMS. St. Hilaire was treated at Frisbie Memorial Hospital for non-life threatening injuries.
The roadway was shut down (from 11:20 am until 3:25 pm) while the Strafford County Regional Accident Reconstruction team, and members of Occupational Safety and Health Administration (OSHA) responded to assist in the investigation.
The accident remains under investigation, and it is too soon to say whether or not charges will be file. Anyone who may have witnessed the collision is asked to contact Officer Crawford at 603-330-7128.
